Annex 2 - Conditions consistent with the Operating Schedule
General
The Prevention of Crime and Disorder
Digital CCTV will be provided in the form of a recordable sstem, capable of providing pictures of evidential quality in all lighting conditions.Cameras shall encompass all entry and exit to the to the premises, fire exits and all areas where sales take place.
Equipment must be maintained in good working order, be correctly time and date stamped, recordings must be kept in date order, numbered sequentially and kept for a period of 28 days and handed to Police/council licensing on demand.
The Premises Licence Holder must ensure at all times an appointed member of staff is capable and compentent at downloading CCTV footage in a recordable format ie disc to the police/local authority on demand.
The recording equipment and tapes/discs shall be kept in a secure environment under the control of the DPS or other responsibile named individual. An operational daily log report must be maintained, endorsed by signature, indicating the system has been checked and is compliant, in the event of any falings actions taken are to be recorded.
In the event of technical failure of the CCTV equipment the Premise Licence Holder/DPS must report the failure to the Policeor Council Licensing Department immediately.
The CCTV shall be a system that is approved by a Greater Manchester Police Crime Reduction Advisor and is working to a satisfactory standard.
The CCTV shall be in use and recording at all times the business is open.
Notices stating the public will not be served if the establishment think that it will not be in their interest or could cause concern if they do purchase food, management reserve the right to refuse to serve the customer.
DOORSTAFF
There must be 1 SIA registered door staff registered door staff on duty and present at the location while the premises are open for business from 02:00 hours. Doorstaff will stay on duty until the premises are closed.
All door supervisors are to wear hi-visibility jackets and display their SIA badge in an arm band. This arm band will be worn on the sleeve of their coat/jacket, so that it is visible to members of the public, police officers and licensing officers.
Door supervisors will use the Oldham nite-net radio.
A written record of the door supervisors working on any evening must be kept. The minimum amount of information that must be recorded is'date', 'full name', 'time shift started', ' time shift finished', 'SIA badge number', 'signature'. Upon request this record must be given to Greater Manchester Police and/or an authorised officer of the Council.
Doorstaff or the responsible person in charge will manage what is considered to be the appropriate number of customers that are allowed entry to the premises at any one time.
NITE-NET RADIO
The premises will sign up to the Oldham Nite-Net radio system. This will be switched on and available for use in the premises at ALL times the premises are open for business.
Each night the premises are open for business a member of staff will book on to the nite-net system.
It will be the responsibility of the PLH that all staff members woring in the shop are trained on the use of the nite-net system and how to operate it.
The above conditions will also appy when the premises are open for business on New Years Eve, New Years Day, Christmas Eve, Christmas Day and Bank Holidays.
Public Safety
We have fire extinguishers at the appropriate place on the premises.
Exit signs at the appropriate places.
Health & Safety poster at a visible place on the premises.
Fire exits clearly marked with appropriate signs.
Undertake risk assessments, including risk from fire and take measures necessary to avoid and control these risks.
The Prevention of Public Nuisance
Bring the extraction system up to date, to stop the emission of any offensive smells.
Dispose of the packages, containers and other waste outside the premises in Bins provided outside the premises. Leave the premises and the area quietly in orderly manners as not to cause any nuisance to the resident. Not to create such a noise which may disturb the resident. Waste food and other refuse is disposed of in the commercial bins, which are regularly disposed/collected by the council waste disposal department.
The Protection of Children from Harm
Children are accompanied at night by adult.
Children do not stay on the premises after the unsocial hours.
Notices on the premises that the establishment does not support the use of the banned substance to be used on the premises.
Food is sold in appropriate containers to stop them being harmed.
