19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence
Annex 2 - Conditions consistent with the Operating Schedule
General
Employ Nebosh certified staff on a casual basis.
Remove anybody form the premises causing disruptions and call police immediately.
Monitor customers alcohol intake.
Non slip flooring and have risk assessments in place.
Have qualified and responsible staff.
Have the “Think 21” policy in place.
The Prevention of Crime and Disorder
Adequate HSE signage.
Have a rresponsible person on the Premises at all times.
Target customers with responsible advertising and marketing.
Install CCTV cameras.
Call police if there is any sign of violence towards staff or other customers.
Public Safety
Adequate HSE signage and cleaning programme in place.
Have a qualified First Aider on the premises.
Use qualifed and trained staff.
Use fresh and quality produce.
Ensure a Food Hygiene Certificate is in place.
Use safety flooring
Use only qualified contractors.
Have facilities in place for disabled customers.
Have noise regulations in place.
The Prevention of Public Nuisance
Customers will be supervised leaving the restaurant
Advertising and marketing will be aimed at people in the higher age bracket
Advertising and marketing will not be targeted at young people or children
There will be a responsible person in the restaurant at all times to deal with any problems or complaints
Music noise levels will be kept to a minimum and finish at 10pm
Windows and doors will be closed if live entertainment is on to keep noise levels down
The licence holder will conduct regular assessments of noise and a recorded in a log book
Quiet disposal of waste bottles during daytime hours off 11am to 5pm
No external speakers
Waste collection contractors will collect between 11am ad 5pm
Adequate signage asking staff & customers to leave the premises quietly
A noise limiting device installed and maintained to monitor levels, not exceeding decibles allowed.
Doors and windows to be double glazed and shuttered
Patio will be closed at 10pm
No inflatable equipment will be used for children
Adequate ventilation will be used to keep any offensive smells to a minimum
Adequate containers will be used for waste
Regular collections will be organised to prevent build up of waste
Planning permission will be obtained for all signage surrounding the building
No lighting will be installed which could cause public nuisance
No person under 18 will be served alcohol or allowed to consume alcohol
Parents will strictly be asked to supervise children or asked to vacate the premises
ID will be requesed if staff suspect the customer requesting alcohol is under 18
COSHH regulations will be folllowed
Serving times will be strictly adhered to
No outdoor live entertainment will take place
The police will be called immediately should any violence occur inside or outside the premises
Authorised bodies will be allowed inspection at all times on production of proof
A telephone will be installed to access 999 calls statinf fire in reception
The maximum number of people allowed on the premises will not be exceeded
No offensive posters will be used
No gambling will take place on the premises
The ceiling will be inspected every 5 years to comply with noise regulations
In the event of evacution all staff and customers will be asked to leave quietly
Good communication with residents and businesses closeby - house visits etc
Music played will generally be background music most of the time
Any complaints will be taken seriously, logged and acted upon
Noise assessments will be continually carried out
CCTV will be installed inside and outside
A regular taxi company will be asked not to sound horns and to enter the restaurant if the customer is not at the door or outside
Limit amount of deliveries and collections to a minimum
Any person suspected of being under the influence of drugs will be asked to vacate the premises
Ashtrays to be fixed to the wall outside the restaurant to prevent litter
Waste bins outside for public use
For premises where entertainment frequently takes place, music and associated sources (including DJs, and amplified voices) should generally not be audible inside noise sensitive property at any time. Where entertainment takes place less frequently, such noise should not be audible inside noise sensitive property between 23.00 and 07.00 hours.
