ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
A new restaurant and takeaway facility will be provided with car parking adjacent.
The prevention of crime and disorder
All staff shall be trained in respect of the fire risk assessment and the health and safety risk assessment. Such training shall be recorded and produced for inspection by the police, fire officers and authorised officers of the licensing authority upon request.
All exit routes and doors on such routes shall be checked on every occasion the premises is used for licensable activity and at regular occasions when the premises are open to the public to ensure they are free from defect, obstruction, trip hazards and surfaces are not slippery. A record of such inspections, any defects discovered and the remedial action taken shall be made in writing a logbook kept for that purpose. The logbook shall be produced for inspection to Police, Fire Officer, or authorised officer of the licensing authority upon request.
The furniture or seating in the premises shall be arranged so it does not obstruct any exit, route to any exit or to any facility within the premises.
A designated member of staff trained to carry out first aid will be on site at all times that the premises is open to the public.
There shall be maintained on the premises at all times, an adequate and appropriate supply of first aid equipment and materials.
Fire action signs displayed throughout the building and all fire escapes are lit up and clearly marked.
The premises will risk assess the need for SIA door staff to be present at the premises. A written record of this will be held at the premises detailing the time and date and the reason as to why door staff were either needed or not. This will be available for inspection upon request of the Police or any other responsible authority. When required SIA registered door staff must be used. Door staff will stay on duty until the premises are closed.
All door supervisors will wear hi-visibility jackets and display their SIA badge in an arm band. This arm band will be worn on the sleeve of their coat/jacket, so that it is visible to members of the public, police officers and licensing officers.
A written record of the postal address of the door company used, manager’s name, contact details, email/phone number and the door supervisors working on any evening must be kept. The minimum amount of information that must be recorded in relation to the door staff that are working is ‘date’, ‘full name’, ‘time shift started’, ‘SIA badge number’, ‘signature’. Upon request this record must be given to Greater Manchester Police or other responsible authority.
Public safety

CCTV coverage to all public areas, internally and externally.
Public Liability insurance will be in place and a current risk assessment will be available. Access and signage to fire escapes to be maintained at all times.
The prevention of public nuisance
The primary use of the premises shall remain as a takeaway.
Disposal of waste to external receptacles must not occur between 22:00 and 08:00.
Arrangements shall be put in place to ensure that waste collection contractors do not collect refuse between 20:00 hours and 08:00 hours.
There shall be provided at the premises containers for the storage and disposal of waste food and other refuse from the premises. Those containers shall be constructed, maintained and located/secured so that access to them by vermin and unauthorised persons is prevented and arrangements made for the regular disposal of their contents in accordance with the duty of care provisions (Section 34) of the Environmental Protection Act 1990.
Where the premises provide food to the public for consumption off the premises, there shall be provided outside the premises, at or near the exits, sufficient waste bins to enable the disposal of waste food, food containers, wrappings and other litter.
Where the premises provide food for consumption off the premises, the public area outside and adjacent to the premises shall be cleared of waste food, food containers, wrappings and other litter which originated from the premises.
A secure waste bin to be provided outside the takeaway that can either be secured during opening times and removed when closed, or be a permanent fixture of street furniture supplied by OMBC - enquiries will be made at Chadderton Town Hall.
The protection of children from harm
No children below the age of 16 allowed in the premise unless accompanied by a parent or legal guardian.
No children below the age of 18 allowed in the premises after 22:00 hours unless accompanied by a parent or lawful guardian.
