Annex 1 - Mandatory conditions
Mandatory condition: exhibition of films
(1) Where a premises licence authorises the exhibition of films, the licence must include a condition requiring the admission of children to the exhibition of any film to be restricted in accordance with this section.
(2) Where the film classification body is specified in the licence, unless subsection (3)(b) applies, admission of children must be restricted in accordance with any recommendation made by that body.
(3) Where -
(a) the film classification body is not specified in the licence, or
(b) the relevant licensing authority has notified the holder of the licence that this subsection applies to the film in question,
admission of children must be restricted in accordance with any recommendation made by that licensing authority.
(4) In this section -
“children” means persons aged under 18; and
“film classification body” means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c. 39) (authority to determine suitability of video works for classification).
Annex 2 - Conditions consistent with the Operating Schedule
General
Events activity within the Town Centre is co-ordinated by the Town Centre Events Sub-Group of the Town Centre partnership. The group is chaired by the Town Centre Manager and is attended by individual event organisers and representatives of organisations with an operational or statutory role in the Town Centre. Members include representatives of GM Police and Oldham Council who help ensure that all events promote the four licensing objectives.
The prevention of crime and disorder
Police are consulted and directly involved in the development of all major events.
The Town Centre is covered by an extensive CCTV system.
The Town Centre has a dedicated Police Team, security teams and a Town Centre Ranger service with a long history of effective collaborative working.
The Town Centre has two dedicated radio systems which link the Police, CCTV control room, security staff, Town Centre Rangers and individual occupiers within the Town Centre.
Accredited specialist event security/stewarding firms are contracted for major events.
A full risk assessment is undertaken for all major events.
Public Safety
The Police and Traffic Management Section of the Council are directly involved in the development of events.
Specialist event stewards are contracted in for major events.
A full risk assessment is undertaken for major events.
Certified contractors are involved for the supply and installation of temporary structures such as staging, rigging, etc
The prevention of public nuisance
Excessive litter generated by major events is removed by agreement with OMBC Environmental Services or through post event litter picks.
All events work to OMBC guidelines on noise levels.
All Town Centre occupiers are informed in advance of major events to help identify potential nuisance issues and minimise the likelihood of an occurance.
The protection of children from harm
The vast majority of events hosted within the Town Centre take place in the day time and are specifically aimed at a family audience.
Evening events centred around the night time economy are intensively policed and stewarded.
