19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
Annex 2 - Conditions consistent with the Operating Schedule
General
I have a good relationship with the Police and community support officers, Environmental Health officers and the local community. I continuously have consultations with the above people, I seek and apply the knowledge whenever I need it.
The prevention of crime and disorder
The premises are on a quiet estate. I have a good relationship with the Police who pay regular visits to the establishment. I have been given numbers who I can contact if necessary. CCTV in operation. Any persons who are abusive or threatening in behaviour will be refused to be served and asked to leave.
Public Safety
A strict cleaning regime will be enforced for inside and outside the premises. I will not allow youths/children to congregate outside the shop. If persons do purchase alcohol and stand outside the premises they will be asked to move away.
The prevention of public nuisance
As mentioned before I have a good relationship with the cime prevention officers, whose advice I seek regularly. We never let youths/children congregate outside the shop. The majority of children are known locally. I will refuse to serve any persons who appear to be drunk or under the influence of any other substance to be served on the premises and any such person acting in a disorderly manner will be asked to leave. I have CCTV and if necessary I will contact the Police.
There shall be provided at the premises containers for the storage and disposal of waste food and other refuse from the premises. Those containers shall be constructed, maintained and located/secured so that access to them by vermin and unauthorized persons is prevented and arrangements made for the regular disposal of their contents in accordance with the duty of care provisions (Section 34) of the Environmental Protection Act 1990.
The protection of children from harm
Any persons who appear to be under the age of 18 will be refused service of alcohol unless a valid passport and ID scheme card is produced. All staff will be over 18 and will be trained to question any persons who do not meet this criteria. A refusal book will be kept.
