Annex 1 - Mandatory conditions
19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
21 Mandatory condition: door supervision
(1) Where a premises licence includes a condition that at specified times one or more individuals must be at the premises to carry out a security activity, the licence must include a condition that each such individual must be licensed by the Security Industry Authority.
(2) But nothing in subsection (1) requires such a condition to be imposed -
(a) in respect of premises within paragraph 8(3)(a) of Schedule 2 to the Private Security Industry Act 2001 (c. 12) (premises with premises licences authorising plays or films), or
(b) in respect of premises in relation to -
(i) any occasion mentioned in paragraph 8(3)(b) or (c) of that Schedule (premises being used exclusively by club with club premises certificate, under a temporary event notice authorising plays or films or under a gaming licence), or
(ii) any occasion within paragraph 8(3)(d) of that Schedule (occasions prescribed by regulations under that Act).
(3) For the purposes of this section -
(a) “security activity” means an activity to which paragraph 2(1)(a) of that Schedule applies, and
(b) paragraph 8(5) of that Schedule (interpretation of references to an occasion) applies as it applies in relation to paragraph 8 of that Schedule.
Annex 2 - Conditions consistent with the Operating Schedule
General
As no drinking up time is allowed under the new policy I propose to serve the last drink 30 minutes before the terminal hour which will allow persons ample time to consume their drink and disperse orderly.
There will be a signing in book for all staff.
We will develop a constructive working relationship with the licensing authority and police officers with licensing responsibilities.
We will share intelligence on drug use and drug dealing with police officers and other local venues.
We will ensure all staff are aware of the law and their responsibilities
The DPS and or a personal licence holder will be present on the premises while it is open for business.
The DPS will give the police 7 days notice of any planned absence from the premises. i.e. holidays
We will attend and participate in any pubwatch scheme and submit intelligence reports to the business crime officer.
Crime & Disorder
No drinks shall be consumed in the doorway of the premises and a notice will be in place stating such.
We will be keeping out excluded individuals (excluded individuals include those subject to court bans, pubwatch bans and those excluded by the licence holder)
Dean Wright is not to be present at the premises when the premises are open for business.
Door supervisors will be preventing the admission, and will ensure the departure of, the drunk and disorderly without causing further disorder.
We will search and exclude those suspected of carrying offensive weapons.
We will maintain orderly queuing outside the venue.
All door supervisors will display their SIA badge in an arm band. This arm band will be worn on the sleeve of their coat / jacket, so that it is visible to members of the public, police officers and licensing officers.
All door supervisors will wear hi-visibility jackets while on duty.
There will be 3 door staff present while the premises are open for business on a Thursday, Friday, Saturday and Sunday night. On any other night the premises licence holder and or DPS will risk assess the need for door supervisors.
In the case of an event at which any person other than members and their guests attend, there will be 6 SIA door staff on duty, 2 will be first aid qualified and 1 will be a females SIA door persons (to enable the search of females). The SIA door staff will be separate from the club staff and management. The door supervisors will be positioned at the premises so they can monitor all areas of the premises effectively.
Door supervisors will be linked to each other via radio to enable them to radio for assistance should they need to. Door supervisors will use the nite-net radio link.
A written record of the door supervisors working on any evening must be kept. The minimum amount of information that must be recorded is ‘date’, ‘full name’, ‘time shift started’, ‘time shift finished’, ‘SIA badge number’, ‘signature’. Upon request this record must be given to Greater Manchester Police and / or a authorised officer of the Council.
A metal detector will be used on any person attending the club other than staff when entering the premises.
CCTV is to be installed at the premises; enough cameras must be installed so as to cover all areas of the premises. All cameras must be operational at all times. The CCTV system must record CCTV footage for a period of no less than 31 days. The CCTV system must have the facilities to be able to copy footage to a portable medium that can subsequently be taken away by Greater Manchester Police and / or an authorised officer of the Council.
Public Safety
No capacity restrictions are provided as risk assessment shows no risk of over crowding.
The presence of SIA registered security to control entry for the purpose of compliance with the capacity limit.
All drinks, including bottles, will be dispensed into poly carbonate glasses.
All fire doors are kept clear at all times and easily opened without the use of a key card code or similar means.
Fire exit doors will be regularly checked to ensure that they function satisfactorily.
All removable security fastenings are removed whenever the premises are open to the public or occupied by staff.
All fire doors are maintained effectively, are self closing and shall not be held open other than by approved devices.
Fire resisting doors to ducts, service shafts, and cupboards shall be kept locked shut.
The edges of steps and stairways are maintained so as to be conspicuous.

Prevention of Public Nuisance
Live music and recorded music will end at supply of alcohol hours to prevent nuisance.
No cheap drinks promotions
We will participate, where appropriate, in any promotion / initiative taking place in the town designed to encourage the responsible retailing of alcohol and the safe development of the towns late night economy.
We will in partnership with the Council, risk assess any promotion which involves the sale of alcohol at a price below 75p per unit of alcohol to ensure there is no negative impact on the promotion of the licensing objectives and take such action as determined by the risk assessment to mitigate any risk identified.
We will, in partnership with the Council, risk assess any promotion which offers a discount to purchasers of alcohol exceeding 20% of normal current price through promotion vouchers published in advance or ticket / voucher purchased on the premise to ensure there is no negative impact on the licensing objectives and take such action as determined by the risk assessment to mitigate any risk identified.
We recognise the particular risk that can be generated with all inclusive drinks offers. We accept that it is imperative that such offers are carefully planned, risk assessed and managed. This will include consultation over such offers in advance with Trading Standards and the Police. The risk assessment will include how many drinks can be purchased at any one time and what type & strength of drinks can be sold.
We will offer a range of soft drinks, fruit juices, low alcohol drinks. Tap water will be available free of charge. Such drinks will be prominently advertised within the premises to encourage their consumption.
We will conduct regular assessments of noise coming from the premises on every occasion the premises are used for regulated entertainment, and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of these assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action.
All external doors and windows shall be ekpt closed when entertainment is being provided other than for access and egress and in an event of an emergency. If additional ventilation is subsequently necessary, then it shall be attenuated in accordance with a scheme submitted to the licensing authority.
Regular checks on noise.
There will be notices at the entrance of the premises telling patrons to please leave the premises quietly and in a respectable manner.
Protection of Children from Harm
Anyone under the age of 18 will not be permitted entry into the premises and a strict challenge 25 policy will be adopted.
The current restrictions with regard to children will apply. No greater controls are required. No children allowed.
