Annex 1 - Mandatory conditions
19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
ADDITIONAL MANDATORY CONDITIONS
The following conditions shall come into force on 1st October 2010
1. (1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol
(2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark
The Prevention Of Crime And Disorder
1 Amendments to current licensing conditions
1.1 Mr. Mohammed Jhangir, of 1 Ashtree Road, Crumpsall, Manchester M8 5TA, as of the 7th May 2010, will no longer be involved in the management of Ziggy’s Off License at 16 Propps Hall Drive, Failsworth, Oldham M35 0LN, nor will he have the authorisation of any sales taking place at the premises.
1.2 Mr. Naveed Butt, of 10 Peakdale Avenue, Crumpsall, Manchester, M8 5QB, as of the 7th May 2010 will no longer have any involvement in the business of Ziggy’s Off Licence at 16 Propps Hall Drive, Failsworth, Oldham M35 0LN, nor will he have the authorisation of any sales taking place at the premises.
1.3 The sale of alcohol shall cease at 21:00 daily.
1.4 The premises shall close at 21:00 daily.
1.5 A challenge 25 Policy shall be implemented, and staff trained in its use.
1.6 A personal licence holder will be on the premises during the hours alcohol may be sold.
1.7 A full staff training system will be put in place, to include information on the promotion of the licensing objectives, the implementation of the Challenge 25 policy, the dangers of proxy sales, and the sale of alcohol to minors.
1.8 A refusals book shall be maintained at the premises, and each refusal recorded.
1.9 The premise licence holder must contact Darron Tickle, Crime Prevention Officer for Oldham Council to install an appropriate CCTV system which meets standard specifications. If new equipment is required, this must be installed by the 18th June 2010.
1.10 All images will be maintained for a minimum of 30 days and will be provided to the police, licensing authorities, or any other responsible authorities upon request.
1.11 Regular patrols of the outside area shall take place to ensure no youths loiter outside the shop.
1.12 The outside area will be adequately lit to deter illegal activity.
1.13 A bin will be placed inside to encourage customers to dispose of litter responsibly.
1.14 All Alcohol containers shall be labelled with the name of the shop.
Annex 4 - Embedded Conditions
S.164 LA 1964
Off-licence
Alcohol shall not be sold in an open container or be consumed in the licensed premises.
The above restrictions do not prohibit:
(a) during the first twenty minutes after the above hours, the taking of the alcohol from the premises, unless the alcohol is supplied or taken in an open vessel;
(b) the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
(c) the sale of alcohol to a trader or club for the purposes of the trade or club;
(d) the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces.

Licensed premises
Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied:
(a) with and for consumption at a meal supplied at the same time, consumed with the meal and paid for together with the meal;
(b) for consumption by a person residing in the premises or his guest and paid for together with his accommodation;
(c) to a canteen or mess.
