19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence
ADDITIONAL MANDATORY CONDITIONS
1. (1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol
(2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark
Annex 2 - Conditions consistent with the Operating Schedule
The Prevention of Crime and Disorder
A colour digital CCTV system is to be installed which will include camera's and a monitor. One camera will be permanently positioned on the area where alcohol is displayed. One camera will be positioned to show the front of the shop to act as a deterrent for youths loitering outside.CCTV will be retained for 28 days and available immediately at the request of the police office. A trained member of staff will always be on duty to ensure this request can be carried out. All spirits will be displayed behind the permanently manned counter and all beers and wines will be displayed in clear view of the counter. I will adopt the Oldham Council Challenge 25 scheme and operate a refusals book and will keep daily records.
A CCTV camera shall be installed at the premises and we will make sure that underage sale of alcohol do not take place. Persons who appear to be under the age of 25 years shall be required to produce proof of age. There shall be a written policy to prevent supply of alcohol to anyone underage.
Public Safety
All notices in relation to Challenge 25 will be displayed.
Notices asking customers to leave the premises quietly and not to cause a disturbance to others will be prominently displayed inside the shop.
There will be a notice asking customers to deposit litter in the bin outside the shop. Regular checks will be made by staff to ensure the front of the shop is litter fee.
There will be two fire extinguishers inside the shop. These will be checked in accordance with fire safety regulations
An illuminated fire exit sign will be displayed on the front and rear door.
A first aid kit will be available for inspection and provided upon request by customers.
Escape routes shall be properly maintained and free from obstruction, be capable of being opened easily and fully and the method of opening the door shall be clearly displayed. Before the premises is open to the public an inspection shall be carried out to ensure that the premises is safe for public use.
Prevention of Public Nuisance
There will be regular staff training. Staff will attend and complete a personal licence course within three months of employment. Regular checks will be made by staff to ensure that any litter outside the shop is cleared away. Customers will not be allowed to loiter outside the store causing a nuisance to customers, residents or passers by. If there are any problems the police will be contacted.
There shall be no emission from the premises of any offensive smells which are likely to cause a nuisance. If any offensive smell is created on the premises, provisions shall be made for such smells to be vented from the premises so they do not cause a nuisance. Staff must be given adequate instruction to prevent causing unecessary noise when they are in the premises.
The Protection of Children from Harm
As previously stated a Challenge 25 policy will be fully adopted and implemented
