MANDATORY CONDITIONS
19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises license -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
ADDITIONAL MANDATORY CONDITIONS
1. (1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol
(2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark

Mrs Shirley Nield has held a personal licence since the 29 July 2005. All sales of alcohol at the premises will be made or authorised by the Designated Premises Supervisor, Mrs Nield inline with the 2003 Act, this will include written permission for all those not holding a personal licence. It is the intention of the business to train staff responsible for the sale of alcohol suitably inline with the act. The business will take advice from the local Licensing Officer and intends to keep up to date with current local issues surrounding the sale of alcohol. Mr D Nield & Mrs S Nield have run off licence businesses without any complaints from neighbours or any prosecutions from licensing authorities for over 20 years, they are very experienced in the operating of this type of business. This operating knowledge and experience will ensure the premises will be run in a professional manner, complying with all relevant legislation.
The Prevention of Crime and Disorder
Spirits are to be displayed behind the counter. All displays of alcohol will be within eyesight of the counter. Legal notices pertaining to the following will be displayed at the premises:
No sale of alcohol to under 18's (including maximum penalty)
No sale to those purchasing alcohol on behalf of under 18's (including maximum penalty)
Public Safety
Relevant lighting levels shall be maintained internal and external of the shop premises.
Clear signs and a barrier will indicate and prevent trip and slip hazard when entering the shop area.
Serviced fire extinguisher will be available for use by staff in an emergency.
The Prevention of Public Nuisance
It is not foreseen that the premises will have an impact on local nuisance issues, however there will be a 'Please Leave Quietly' sign displayed at the exit. The operator will take reasonable steps to clear litter from the immediate vicinity where practicable. It is not foreseen that there will be any noise or vibration emanating from the premises so as to cause a nuisance. It is not foreseen that there will be any noxious smells from the licensed premises. It is not foreseen that there will be any light pollution from the premise that will affect the properties in the immediate area.
The Protection of Children from Harm
The business will adopt the national 'Challenge 21' policy. Proof of age will be required for those appearing to be under the age of 21, current proof of age schemes will be adopted including the currently approved sources of ID which is deemed acceptable by the licensing authority and/or the police. There will be a record kept of all refusals to serve. Police promotions on all Alco pops and other products attractive to young people will reflect local competitors and not seek to gain a significant advantage in this area. No one under the age of alcohol will be employed to sell alcohol at the premises. Notices pertaining to the following will be displayed at the premises:

The applicants will conduct the training of staff to ensure compliance with the law in relation to consumption of alcohol by persons under 18 years of age, including prevention of adults buying alcohol for children.
