Annex 1 - Mandatory conditions
19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
ADDITIONAL MANDATORY CONDITIONS
1. (1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol
(2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark
Annex 2 - Conditions consistent with the Operating Schedule
General
Digital CCTV has been installed at the premises to a specification as prescribed in the licensing policy by Greater Manchester Police. All equipment to be maintained in good working order. CCTV cameras will monitor the interior of the premises, one CCTV camera to be situated at the entrance and monitor the exterior of the premises as shown on the plans submitted with this application. The equipment will also be checked on a regular basis for accuracy of timings. A high resolution monitor to be sited near the till. All images to be retained on hard drive for a minimum of 31 days and to be made available on request by Greater Manchester Police. At least one member of staff shall be trained in the use of the system to ensure rapid data retrieval.
The Prevention Of Crime & Disorder
All windows and doors of the premises secured by roller shutters when closed.
Limited supplies of alcohol to be stored on the premises at anyone time. All spirits to be stored and sold from behind the counter. The premises will report when necessary all incidents involving anti-social behaviour, criminal activities and injuries to any persons in this log book. When the DPS is not on duty, a contact telephone number of the nominated DPS shall be available at all times.
The Prevention Of Public Nuisance
The premises licence holder, DPS and all persons employed on the premises will use their best endeavours to monitor and disperse groups of persons if they appear to be loitering outside the premises, when safe to do so.
The Protection Of Children From Harm
The premises will adopt the Challenge 25 policy with appropriate signage displayed on the premises and operate a Age Verification training scheme for all staff. The training subject matter will consist of underage sales, checking ID, proxy sales, basic conflict management and relevant areas of the Licensing Act 2003 with penalties for breach. Refresher training will be carried out every 4 months. All training records to be stored on the premises and available for inspection by Authorised Officers. The only ID that will be accepted is a valid passport, British Driving Licences and Proof of Age cards that carry the PASS logo.
The premises will also maintain an ID signature log book as an additional support. All refusals of sale for alcohol and cigarettes to suspected underage / drunk persons will be entered in a log book. All the information in the log books maintained by the premises will be stored for a minimum of 12 months. All log books will be fit for purpose. Additional signage regarding proxy sales will be displayed near the alcohol sales areas.
