MANDATORY CONDITIONS
20 Mandatory condition: exhibition of films
(1) Where a premises licence authorises the exhibition of films, the licence must include a condition requiring the admission of children to the exhibition of any film to be restricted in accordance with this section.
(2) Where the film classification body is specified in the licence, unless subsection (3)(b) applies, admission of children must be restricted in accordance with any recommendation made by that body.
(3) Where -
(a) the film classification body is not specified in the licence, or
(b) the relevant licensing authority has notified the holder of the licence that this subsection applies to the film in question,
admission of children must be restricted in accordance with any recommendation made by that licensing authority.
(4) In this section -
“children” means persons aged under 18; and
“film classification body” means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c. 39) (authority to determine suitability of video works for classification).

General - all four licensing objectives
The Crossley Group will closely monitor users of the centre and all activities to ensure the licensing objectives are adhered to.
The Prevention of Crime and Disorder
The centre is alarmed and monitored by Oldham Council's First Response Service.
All users will sign the following agreement stating that they will adhere to the community centre's terms and conditions.
Bookings
All bookings should be made by filling in a user group enquiry form. Bookings are accepted as ‘provisional’ until confirmation is received by letter or e-mail and the hire agreement form has been signed.
The cost of hiring the centre is reviewed annually by the Management Committee.
Current charges are displayed in the community centre and on the website.
Due to insurance purposes, hirers will receive a risk assessment form to complete with their booking. Groups/classes/individuals that have existing risk assessments appropriate to their booking can forward a copy of this to the community centre co-coordinator.
The hirer shall not, without the prior written consent of the Management Committee, use the premises for any purpose or in any manner other than that specified on the application form.
Cancellation
If a user wishes to cancel a booking at the centre at least 48 hours notice should be given before the commencement of their booking. Cancellations can be made by contacting the community centre co-coordinator. Failure to give 48 hours notice will result in the user being charged for their booking in full.
Regular users must give 4 weeks’ notice in writing if they wish to terminate their agreement with the community centre.
The management committee reserves the right to cancel any bookings due to:
Non-receipt of signed hire agreement
Reasons beyond the centre’s control. In these circumstances a full refund will be given if payment has already been made.
Invoices
All invoices should be paid within thirty days of receipt.
Insurance
Great Places has public liability insurance, but you are advised to look to your own insurance needs and responsibilities. You are advised to take advice on your own public group or individual liability. If you are affiliated to a national or governing body they should be able to inform you of your legal obligations.
Children on the premises
Minors visiting the community centre must be supervised by a responsible adult at all times. Organisations working with young people and other certain vulnerable groups have further responsibilities in law. Please ensure you have read the centre’s Child Protection policy.
Security and out of hours use
If you are using the building outside of regular office hours the person in charge of the session will be issued with a key, an alarm code and an out of hours contact number for emergency use.
If you are the last person to leave the building you are responsible for the security of the building. Please make sure that you know what to do before you use the room.
In the event of an accident, please note there is a first aid kit located in the kitchen as well as an Accident Reporting book. You should make a note of any accidents in the book.
As we are in a residential area, the Community Centre’s normal closing time is 9pm. In the case of a private hire, the Management Committee may grant permission for the centre to remain open until midnight. We ask all users to vacate the building in a quiet and respectful manner at all times. Any user found to be in breach of the deadlines may incur an extra charge.
Personal belongings
The community centre will not accept responsibility for the loss or damage of any personal possessions brought into or left on the premises.
General housekeeping
Users of the building share communal space and there will often be someone using the room directly after you. Please make sure that you take responsibility for tidying away any rubbish and leave the room as you would expect to find it. Before you leave the building please make sure all lights are turned off and no taps are left running. You are also expected to leave on time, otherwise you may incur an extra charge.
Public Safety
Risk assessments will be carried out before user groups can use the centre.
Emergency contact numbers, keys and fobs will be given to delegated responsible adults.
All user groups will be asked to read and sign the centre’s terms and conditions.
Weekly building checks will be carried out.
There are 4 fire extinguishers in the building, 2 at the front entrance and 2 at the rear hall fire exit door.
Regular fire safety checks will be carried out.
The Prevention of Public Nuisance
User groups will be familiarized with terms and conditions of hire. If they are breached, the Crossley Group may consider terminating the hire contact.
All activities will be monitored by adults supervising the activities.
The Protection of Children from Harm
Child protection policy is in place.
Children will be supervised by adults when at the centre.
Adults working with children will be asked if they have a DBS check.
Risk assessment will be carried out before any children's activity takes place.
