MANDATORY CONDITIONS
19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises license -
(a) At a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
Annex 2 - Conditions consistent with the Operating Schedule
General - all four licensing objectives
1. No licensable activities shall be permitted until this premises licence has been transferred to an operator/tenant.
2. The premises will not trade under this premises licence until a minor or full (as applicable) variation application has been submitted which includes full details of the layout of the proposed premises.
3. No licensable activities shall be permitted until Oldham Police, Greater Manchester Fire and Rescue Service and the Environmental Health Team of the Local Authority have each signed off that they are satisfied with the licensing arrangements.
The Prevention of Crime and Disorder
1. At the time of an application to transfer this premises licence the transferee will consult with Oldham Police regarding the inclusion of any alternative or additional conditions which may be relevant to the proposed operation of the premises in order to fulfil the Prevention of Crime & Disorder licensing objective.
2. CCTV shall be installed and maintained to the specification and satisfaction of Oldham Police.
3. The DPS shall carry out risk assessments in respect of when SIA registered door staff shall be employed at the premises. When employed, door staff will wear high visibility armbands.
Public Safety
1. A safety check shall be carried out at the premises before it opens each day.
2. A first aid box will be made available at the premises.
The Prevention of Public Nuisance
1. No noise nuisance shall be caused to nearby noise sensitive premises.
2. The operator shall implement and adhere to a dispersal policy, details of which shall be provided to Oldham Metropolitan Borough Council’s environmental health team.
3. The operator shall implement and adhere to a smoking policy, details of which shall be provided to Oldham Metropolitan Borough Council’s environmental health team.
The Protection of Children from Harm
1. All staff involved in the sale of alcohol shall be trained in the law relating to underage and proxy sales.
2. The premises shall operate a Challenge 21 policy.
