The Prevention of Crime and Disorder
There is always a strong police presence at the events to control, traffic management and to augment the contest stewards in the supervision of the spectators. A close watch is made regarding unsupervised children but generally there. Numbers are few. The main aim with them is to keep them off the streets where the contest is taking place. All contest areas are lit to deter any possible misdemeanors.
Public Safety
Close liaison throughout the year with the local police co-ordinator takes place. A thorough check of road conditions, i.e. potholes, takes place prior to the event and all contests take out public liability insurance to £5 million cover. As previously stated the majority of the contest area is flood lit. The police and contests produce a risk assessment for the event. St Johns or Red Cross Personnel are present at all contests.
The Prevention of Public Nuisance
The Head of GMP Oldham insists that licensed premises close at 11.00pm. Requests are made for extra litter recepticles and stewards collect as much litter as possible immediately after the contest has finished. Any other is collected by the very efficient council street cleaning section early the following morning. Very difficult to prevent sound/noise as by its nature a brass band march is naturally loud. Effort is made to restrict playing to designated contest areas.
The Protection of Children from Harm
These events are strongly family orientated and mainly the children on site are with their parents. Any child who for any reason needs assistance can either approach our stewards or the police officers on duty. The police also strongly point out to publicans the underage drinking laws and off licences are asked to close. A close watch is kept for children straying into the street particularly where police horses are in attendance.
