General - all four licensing objectives
Staff Training
All staff will be provided with training as to what is expected of them whilst at work and all legislation that must be complied with. A copy of this training package will be attached to this licence application. All staff will be trained within 3 months of starting work and refresher training will be given every 12 months.
The venue will maintain a record of this training, detailing what dtae completed, when refresher is due/date refresher completed. What type of training provided. All staff receiving the training will sign this document to syat he above has been provided and completed. This record will be made available to the Police/Council on request.
The Prevention of Crime and Disorder
CCTV Conditions
A tamper-proof digital colour CCTV system must be installed and maintained at the premises to the satisfaction of Greater Manchester Police.
The system must run and record continuously for 24 hours a day, 7 days per week and recorded footage must be stored for a minimum of 31 days.
The system must provide a clear head and shoulders view to an evidential quality on every entry/exit route and within any other vulnerable areas either inside or outside the premises.
Recorded footage must be provided to a representative of any responsible authority on request. Such footage must be provided in an immediately viewable format and must include any software etc. which is required to view the footage. Any discs, portable drives or other storage media onto which footage is transferred must be provided by the premises and sufficient stock of such storage media must be kept on the premises at all times.
A member of staff who is trained to operate the system and supply footage must be present at the premises at all times when licensable activities are taking place.
The Premises Licence Holder or shop manager must ensure that the CCTV system is checked at least once every week by a suitably trained member of staff. This check must include the operation of the cameras, the recording facilities, the facilities for providing footage and the accuracy of the time & date. A written record of these checks must be kept, including a signature of the person carrying out the check. This written record must be kept on the premises at all times and made available to a representative of any responsible authority on request.
Suitable signage informing customers that a CCTV system is in operation must be placed in prominent positions within the premises, including information on the Data Protection Act and the Human Rights act.
Security alarms will be installed on the premises. There will be locks on all doors and where stock is kept. A log on all crime incidents will be kept including how the incident was dealt with. Close contact with the Police will be maintained. Disorderly customers will be asked to leave the building.
Additional conditions if the premises are to open after 2am
DOORSTAFF
There must be 1 SIA registered door staff on duty and present at the location whilst the premises are open for business from 0200hrs. Doorstaff will stay on duty till the premises are closed.
All door supervisors are to wear hi-visibility jackets and display their SIA badge in an arm band. This arm band will be worn on the sleeve oftheir coat/jacket, so that it is visible to members of the public, police officers and licensing officers.
Door supervisors will use the Oldham nite-net radio link.
A written record of the door supervisors working on any evening must be kept. The minimum amount of information that must be recorded is 'date', 'full name', 'time shift started'. 'time shift finished', 'SIA badge number', 'signature'. Upon request this record must be given to Greater Manchester Police and/or authorised officer of the Council.
Doorstaff or the reponsible person in charge will manage what is considered to be the appropriate number of customers that are allowed entry to the the premises at any one time.
NITE-NET RADIO
The premises will sign up to the Oldham Nite-net radio system. This will be switched on and available for use in the premises at ALL times the premises are open for business.
Each night the premises are open for business a member of staff will book on the Nite-net system.
It will be the responsibility of the PLH that all staff members working in the shop are trained on the use of the nite-net system and how to operate it.
The above conditions will also apply when the premises are open for business on New Years Eve, New Years Day, Christmas Eve, Christmas Day and Bank Holidays.
Public Safety
We will abide by all Health & Safety regulations. Every 30 minutes a check of the shop will be made for spillages on the floor and any other hazards. Compliance with food regulation, no food that has gone off or deemed inedible will be served to customers.
The Prevention of Public Nuisance
No loud music will be played on the premises. Gatherings outside the premises will not be allowed. Good waste disposal bins will be in operation to prevent littering and bad odour.
The Protection of Children from Harm
At 11pm each evening all children under the age of 18 years will not be allowed inside the premises unless accompanied by an adult. No consumption of alcohol will be allowed on or at the premises. All appliances or items that are deemed dangerous will be kept out of reach of the general public.
