ANNEX 2 - Conditions Consistent with the Operating Schedule
General - all four licensing objectives
1. Staff training
The Premises Licence Holder or Designated Premises Supervisor will ensure all staff employed at the venue are aware of the law and their responsibilities under the Licensing Act. All new staff must receive this training within 3 months of commencing employment at the premises. Refresher training must be given every 12 months.
A record shall be retained of all such training, and shall include details of the date the training was given, the date the refresher training is next due, and the type of training provided. All staff receiving this training will sign the training record to confirm the training has been completed and provided. Such record will be produced for inspection by the Police or other authorised officers of the licensing authority upon request.
2. Designated Premises Supervisor (DPS)
The DPS to give the police 7 days’ notice of any absence from the premises of more than 7 days. i.e. holidays and nominate who will be the responsible person in charge whilst away.
DPS and/or PLH will be a member of the Pubwatch scheme and attend meetings on a regular basis.
3. Risk assessments
Risk assessments will be carried out by a competent member of staff, taking into account the nature/style of the building, the activity, the location and the potential clientele. These risk assessments will aid the promotion of the following four objectives.
4. Personal Licence Holder
A personal licence will be on site at all times when open to the public for events.
5. List of Authorised Persons
The Designated Premises Supervisor must maintain a written record of all members of staff who are authorised to sell alcohol. This record must include a photograph of the relevant members of staff to be kept on the premises at all times and be made available to a representative of any responsible authority on request.
The Prevention of Crime and Disorder
6. CCTV
A tamper-proof digital colour CCTV system must be installed and maintained at the premises to the satisfaction of Greater Manchester Police.
The system must run and record continuously for 24 hours a day, 7 days per week and recorded footage must be stored for a minimum of 31 days.
The system must provide a clear head and shoulders view to an evidential quality on every entry/exit route and within any other vulnerable areas as identified by Greater Manchester Police.
Recorded footage must be provided to a representative of any responsible authority on request. Such footage must be provided in an immediately viewable format and must include any software etc. which is required to view the footage. Any discs, portable drives or other storage media onto which footage is transferred must be provided by the premises and sufficient stock of such storage media must be kept on the premises at all times.
A member of staff who is trained to operate the system and supply footage must be present at the premises at all times when licensable activities are taking place.
The Designated Premises Supervisor must ensure that the CCTV system is checked at least once every week by a suitably trained member of staff. This check must include;
the operation of the cameras
the recording facilities
the facilities for providing footage
the accuracy of the time & date
A written record of these checks must be kept, including a signature of the person carrying out the check. This written record must be kept on the premises at all times and made available to a representative of any responsible authority on request.
Suitable signage informing customers that a CCTV system is in operation must be placed in prominent positions within the premises, to comply with the Data Protection Act and the Human Rights act.
7. Search Policy
The premises will operate with a zero tolerance approach to drugs and weapons. The management shall produce and implement a Search Policy. We will proactively search for and seize any drugs or weapons for safe handover as agreed with GMP. This policy will be submitted to GMP and the Licensing Manager for approval. Any subsequent changes to this policy must also be approved.
A notice will be displayed at the entrance advising customers of our search policy & dress code.
8. Drug Policy
The management of the premises must introduce a strict “zero tolerance” written policy in respect of the use and/or supply of illegal drugs on the premises. The policy to include checks of the toilet areas every half-hour whilst the premises are open and suitable signage to be placed in prominent areas within the premises. This policy will be submitted to GMP and the Licensing Manager for approval. Any subsequent changes to this policy must also be approved.
9. Excluded Individuals
Excluded individuals will be denied entry into the premises (excluded individuals include those subject to court orders which prohibit the movement of convicted persons, such as Criminal Behaviour Orders (CBO), Pubwatch exclusions and those excluded by the premise licence holder or DPS)
10. Incident Book
An incident book (with the pages numbered sequentially) must be kept on the premises and be made available for inspection by responsible authorities. The incident book must be used to record the following:
a) Any incident of violence or disorder on or immediately outside the premises
b) Any incident involving controlled drugs (supply/possession/influence) on the premises
c) Any other crime or criminal activity on the premises
d) Any refusal to serve alcohol to persons who are drunk (On sale and off sale premises only)
e) Any refusal to serve alcohol to under 18’s or anyone who appears to be under 18
f) Any call for police assistance to the premises
g) Any ejection from the premises
h) Any first aid/other care given to a customer
11. Zero Tolerance
Oldham leisure centre will have a published zero tolerance policy, clearly displaying acceptable levels of behaviour. A copy of this Policy and the Dealing with Difficult Customers Procedure is attached.
Public Safety
12. Safety checks
Regular documented safety checks will be carried out of the premises, to include means of escape, decorative and functional fixtures, floor surfaces and equipment.
Personal Emergency Evacuation Plans (PEEPS) will be carried out for disabled users to ensure safe evacuation in the event of an emergency.
Daily documented pre-opening checks will be undertaken to ensure access to the premises for emergency vehicles.
An adequate supply of First Aid equipment will be available within the premises, and at least one qualified first aider onsite at all times.
The Prevention of Public Nuisance
13. Litter
Any litter/promotional material arising from people using the premises will be cleared away regularly.
14. Noise Levels
Noise level checks will be carried out of the surrounding area whenever entertainment is being provided.
Security will be on site to ensure/prevent loitering outside of the premises.
Customers will be reminded to vacate the premises in a quite manner.
The Protection of Children from Harm
15. Challenge 25 scheme
A documented Challenge 25 scheme will be operated at the premises.
The Challenge 25 scheme shall be actively promoted and advertised at the premises and will ensure that any person purchasing alcohol, who appears to be under 25 years of age, shall be asked to provide acceptable identification to prove that they are 18 years of age or over. Failure to supply such identification will result in no sale or supply of alcohol to that person.
A PASS card must be accepted as proof of age if a purchaser possesses one. Where a purchaser does not possess a PASS accredited proof of age card, only the following alternative forms of alternative identification will be acceptable:-
(a) Photo driving licence
(b) Passport or
(c) Her Majesty’s Forces Warrant Card
Such challenges will be made by door staff at point of entry and by bar staff at point of sale. As well as spot checks throughout event. There will be no automatic assumption by bar staff that patrons who appear under the age of 25 have previously been checked at the point of entry.
16. Adult Entertainment
No entertainment or activity of an adult or sexual nature will take place within the premises.
Additional Measures for Boxing Events
17. Notify Police and Local Licensing Authority
Oldham Leisure Centre will notify the police and local licensing authority licensing department at least 28 days prior to any such event of the details of the event.
At this time they will notify them of the number of ‘fights’ that are to take place at that event and the names of all persons expected to fight. If these are not available then they will be notified as soon as they are received.

18. Extra police officer funding
The promoter of such an event will be responsible for funding any extra police presence necessary at the premises or in the vicinity.
19. Door Staff
SIA registered Door Staff will be utilised at all boxing events.
Oldham Leisure Centre will carry out a documented risk assessment as to the amount of door staff required at each event. This documented risk assessment will be made available to the police or local authority on request.
Oldham Leisure Centre will provide a full list of all SIA security working at the event, that will include their names, addresses, date of birth, SIA number, role they are to perform and their assigned duty.
Oldham Leisure Centre at peak entry times will be responsible to employ/instruct one of the door staff team to perform queue marshal duties when a special event is ongoing such as a boxing event. This marshal shall be identified by a high visibility jacket.
When employed all door supervisors will wear hi-visibility jackets which clearly identifies them as SIA security and display their SIA badge in an arm band. This arm band will be worn on the sleeve of their coat/jacket, so that it is visible to members of the public, police officers and licensing officers.
A written record of the door supervisors working on any evening must be kept. The minimum amount of information that must be recorded is ‘date’, ‘full name’, ‘time shift started’, ‘time shift finished’, ‘SIA badge number’, ‘signature’. Upon request this record must be given to Greater Manchester Police and/or and authorised officer of the Council.
20. Door Staff Policy
The management shall produce and implement a written Door Supervisor Policy which includes details of disciplinary procedures, and the management’s expectations as to the behaviour and professionalism of the door staff. This policy will be submitted to GMP and the Licensing Manager for approval. Any subsequent changes to this policy must also be approved.
21. Bar Staff
Oldham Leisure Centre will ensure that they have adequate bar staff coverage for the event and that a personal alcohol licence holder is on duty at all times starting an hour before and until at least an hour after the event has finished.
22. Closed to general public
Oldham Leisure Centre will ensure that the centre is closed to other users one hour before and for the duration of the event and one hour after the event has taken place.
23. Admission
Admittance to the event will be by ticket only.
24. First Aid
A suitably qualified Paramedic must be in attendance for each event.
Oldham Leisure Centre is responsible for ensuring at least one qualified First Aider is on duty at each special event. These people will be readily identifiable as First Aiders.
Oldham Leisure Centre is responsible to ensure an ambulance is summoned where applicable to deal with persons who are taken ill or injured who require more than the basic first aid treatment and care.
25. Max Capacity
Oldham Leisure Centre will record every half hour, numbers of persons who have entered and left the venue at boxing events. A log will be maintained of attendees at all times throughout the event. The maximum capacity of the boxing arena and bar area must not be exceeded.
26. Licensed Bar
All sales of alcohol will be made from a separate room/area away from and out of sight of the boxing arena
All drinks will be dispensed into plastic/polycarbonate vessels. No bottles/glasses/cans will be allowed or used.
At least one SIA Security staff will be present at the alcohol serving areas.
