Annex 2 - Conditions consistent with the Operating Schedule
a) General - all four licensing objectives
The steps taken to promote the four licensing objectives will be : -
- an appropriate supply of first aid equipment will be present at the property
- there will be a clear sign to the fire exit, in cases of emergency
- staff will be trained to act to any situation
b) The Prevention of Crime and Disorder
CCTV
1. A tamper-proof digital colour CCTV system must be installed and maintained to a satisfactory standard at the premises.
2. The system must run and record continuously for 24 hours a day, 7 days per week and recorded footage must be stored for a minimum of 28 days.
3. The system must provide a clear head and shoulders view to an evidential quality on every entry/exit route and within any other vulnerable areas.
4. Recorded footage must be provided to a representative of any responsible authority on request. Such footage must be provided in an immediately viewable format and must include any software etc. which is required to view the footage. Any discs, portable drives or other storage media onto which footage is transferred must be provided by the premises and sufficient stock of such storage media must be kept on the premises at all times.
5. A member of staff who is trained to operate the system and supply footage must be present at the premises at all times when licensable activities are taking place.
6. The Designated Premises Supervisor or Premise Licence holder must ensure that the CCTV system is checked at least once every month by a suitably trained member of staff. This check must include the operation of the cameras, the recording facilities, the facilities for providing footage and the accuracy of the time & date. A written record of these checks must be kept, including a signature of the person carrying out the check. This written record must be kept on the premises at all times and made available to a representative of any responsible authority on request.
7. Suitable signage informing customers that a CCTV system is in operation must be placed in prominent positions within the premises, including information on the Data Protection Act and the Human Rights act.
DOORSTAFF
1. There must be SIA registered door staff present while the premises are open for business from 0200hrs. Doorstaff will stay on duty till the premises are closed.
2. All door supervisors are to wear hi-visibility jackets and display their SIA badge in an arm band. This arm band will be worn on the sleeve of their coat/jacket, so that it is visible to members of the public, police officers and licensing officers.
3. Door supervisors will use the Oldham nite-net radio link.
4. A written record of the door supervisors working on any evening must be kept. The minimum amount of information that must be recorded is ‘date’, ‘full name’, ‘time shift started’, ‘time shift finished’, ‘SIA badge number’, ‘signature’. Upon request this record must be given to Greater Manchester Police and/or and authorised officer of the Council.
5. Doorstaff or the responsible person in charge will manage what is considered to be the appropriate number of customers that are allowed entry to the premises at any one time.
NITE - NET RADIO
1. The premises will sign up to the Oldham Nite-net radio system. This will be switched on and available for use in the premises at ALL times the premises are open for business.
2. It will be the responsibility of the PLH that all staff members working in the shop are trained on the use of the nite-net system and how to operate it.
c) Public Safety
The exit sign will be displayed in all exit areas, this will be clearly visible for all customers and staff. All surfaces will be kept in good condition such as no slip areas, there will be no obstructions when the public are on the premises. This is to ensure that in cases of emergency the surface and area is kept clear. The furniture and seating in the premises is kept away from the door, so that it does not obstruct any exit. Printed notices have been clearly displayed in the premises, which state the steps to take in case an alarm going off or an emergency arises.
d) The Prevention of Public Nuisance
All staff at the premises will be trained to not cause any unnecessary noise whilst entering and leaving the premises. If there are any offensive smells in the premises action will be taken to ensure that the smell is vented so that it does not cause a nuisance to nearby premises. There will be bins available both inside and outside the premises to ensure that the disposal of food, wrapping, containers and litter is maintained. If there are any issues with pest in the building the relevant authority will be contacted to ensure that the environment is not harmed.
e) The Protection of Children from Harm
All staff have been advised not to serve children under the age of 12 years, unless with an adult after 10pm.
