19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

The Prevention of Crime and Disorder
Mandatory Provisions will apply.
There are internal video cameras - Where CCTV equipment is fitted, it shall be maintained in good working order in accordance with the manufacturer's instructions.
The applicant is a member of the pubwatch scheme - The licence holder and/or the designated premises supervisor or a person nominated by them may be a member of and regularly attend at the meetings of the Pub and Club watch scheme for the area within which the premises is located.
Proof of age - A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate that it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.
Persons who appear to be under the age of 18 years shall be required to produce proof of age by way of a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or if a proof of age card is not available a photo driving licence, passport or accredited student card.
1. The DPS and or a personal licence holder to be present on the premises at all times whilst it is open for business.
2. When door supervisors are required to work, they must be SIA registered and employed through a licensed registered company.
3. All door supervisors when working at the premises will wear hi-visibility jackets and display their SIA badge in an arm band. This arm band will be worn on the sleeve of their coat/jacket, so that it is visible to members of the public, police officers and licensing officers.
4. A written record of the door supervisors working on any evening must be kept. The minimum amount of information that must be recorded is ‘date’, ‘full name’, ‘time shift started’, ‘time shift finished’, ‘SIA badge number’, ‘signature’. Upon request this record must be given to Greater Manchester Police and/or and authorised officer of the Council.
5. Random searches will take place on persons entering the premises as a customer. Those suspected of carrying offensive weapons/drugs will be excluded from the premises. All other venues will be notified of these exclusions as soon as possible giving full descriptions of the individuals.
6. Excluded individuals will be denied entry into the premises (excluded individuals include those subject to court bans, pubwatch exclusions and those excluded by the licence holder)
7. DPS, Premises Licence holder or nominated staff member will be a member of the pubwatch scheme and attend meetings on a regular basis.
8. Digital CCTV WILL be provided in the form of a recordable system, capable of providing pictures of EVIDENTIAL QUALITY in all lighting conditions particularly facial recognition. Cameras shall encompass all ingress and egress to the premises, fire exits and all areas where the sale/ supply of alcohol occurs.
9. Equipment MUST be maintained in good working order, be correctly time and date stamped, recordings MUST be kept in date order, numbered sequentially and kept for a period of 31 days and handed to Police on demand.
10. The Premises Licence Holder must ensure at all times a DPS or appointed member of staff is capable and competent at downloading CCTV footage in a recordable format ie DISC to the Police/Local Authority on demand.
11. The Recording equipment and tapes/discs shall be kept in a secure environment under the control of the DPS or other responsible named individual. An operational daily log report must be maintained endorsed by signature, indicating the system has been checked and is compliant, in the event of any failings actions taken are to be recorded.
12. The DPS or nominated person will share intelligence on drug use, drug dealing and anti-social behaviour within the venue to police officers, council licensing and other local venues.
13. The PLH or DPS will ensure all staff employed at the venue are aware of the law and their responsibilities under the licensing act, staff must undertake training in Licensing Legislation, such as the BIIAB Award in Responsible Alcohol Retailing or ‘Do you PASS’ or any other recognised training courses. All new staff must receive this training within 3 months of employment. Refresher training must be given every 12 months.
1. The venue will maintain a written record of this training, detailing what date completed, when refresher is due/date refresher completed. What type of training provided. All staff receiving this training will sign this document to say the above has been provided and completed. This record will be made available to the Police/Council on request.
2. A strict challenge 25 policy will be introduced for any person entering the premises. Persons who appear to be under the age of 18 years shall be required to produce proof of age by way of a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or if a proof of age card is not available a photo driving licence or passport In addition to the above regular checks will be made by staff and doorstaff of customers inside the venue to check valid ID and age of customers.
3. Notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate that it is unlawful for persons U18 to purchase alcohol or for any person to purchase alcohol on or behalf of a person U18 years of age.
4. No drinks shall be consumed in the doorway of the premises and a notice will be in place stating such.
5. All requirements of the fire service have been met.
Public Safety
Mandatory Provisions will apply.
All requirements of the fire service and police have been met and will continue.
The Prevention of Public Nuisance
Save for Mandatory Provisions.
For premises where entertainment frequently takes place, music and associated sources (including DJs, and amplified voices) should generally not be audible inside noise sensitive property at any time. Where entertainment takes place less frequently, such noise should not be audible inside noise sensitive property between 23.00 and 07.00 hours.
All external doors and windows shall be kept closed when entertainment is being provided, other than for access and egress and in the event of an emergency. If additional ventilation is subsequently necessary, then it shall be attenuated in accordance with a scheme submitted to the licensing authority.
The front and rear doors to be closed at 9.30pm.
Large signs to be placed on the back fire door and in the bar area that no persons to use the back alleyway for mobile telephone conversations at night due to complaints from local residents.
The Protection of Children from Harm
Embedded and Mandatory Provisions are sufficient.
All children under the age of 16 should be off the premises by 10:30pm at the very latest, save for private family functions held in a separate function room.
All children should be accompanied and supervised by an adult whilst on the premises.
