Annex 2 - Conditions consistent with the Club operating Schedule
General
Club Committee and bar staff are informed of the Licensing Act objectives and statutory requirements to comply with all relevant provisions of the Act.
The prevention of crime and disorder
Admission to the club is for members and bona fide guests. There are provisions within the club rules for dealing with any misconduct reported to the committee. Bar staff are instructed not to serve drinks to members and guests who behave in a drunk or disorderly manner. The club will participate in any pub/club watch schemes operated in its locality.
Public Safety
The club has recently passed both the Fire Authority and Oldham Borough Council inspections in relation to a club registration renewal (June 2005). Emergency escape routes are signposted. A fire alarm with two “Break Glass” activators, smoke sensors and flashing beacon is installed. Batteries to alarm and emergency lights are checked on a regular basis. Risk assessments will be undertaken to provide preventative and control measures.
The prevention of public nuisance
Signage is displayed near exits requesting members and their guests to respect the needs of local residents by quietly leaving the premises. When live or recorded music is played , reasonable steps are taken to avoid disturbance to neighboring properties. Beer deliveries and bottle disposal only undertaken in daytime hours (eg after 7:30 am and before 9pm).
All external doors and windows shall be kept closed when entertainment is being provided, other than for access and egress and in the event of an emergency. If additional ventilation is subsequently necessary, then it shall be attenuated in accordance with a scheme submitted to the licensing authority.
The license holder or his representative shall conduct regular assessments of the noise coming from the premises on every occasion the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action.
Disposal of waste bottles into external receptacles must not occur between 09:00pm and 09:00am.
The protection of children from harm
Persons under the age of eighteen are only allowed in the club if accompanied by a responsible adult or under the direct control of a club committee person or if under the control of the brass band conductor or band members (eg Junior band rehearsals and concerts). Accompanied children and grandchildren may be admitted to the snooker room for tuition. Committee and bar staff are instructed in the offence provisions of the Licensing Act 2003 relating to alcohol and the protection of children.
Annex 4 - Embedded Conditions
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours means:
Club premises
f. On New Year’s Eve from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or, if there are no permitted hours on the following day, midnight on 31st December).
The above restrictions do not prohibit the supply to, or consumption by, any person of alcohol in any premises where they are residing.

Club premises Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied with and for consumption at a meal supplied at the same time, consumed with the meal and paid for together with the meal.
