Annex 2 - Conditions consistent with the Club operating Schedule
General - all four licensing objectives
CCTV surveillance with exterior lighting monitors arrivals and departures. Additional CCTV operates within all areas of the club. A monitor is situtated in the main bar area and stewards flat where permanent recordings can be made. Club management, steward and bar staff will be informed of the licensing act 2003 objectives and statutory requirements.
The prevention of crime and disorder
Club constitution includes rules governing the conduct of members and their guests. Admission to the club is confined to members and bone fide guests and visitors as permitted by the constitution. Club steward and bar staff are instructed not to admit or serve members who behave in a drunk or disorderly manner. Misconduct is reported to the general secretary to consider action under. The clubs disciplinary rules. CCTV operates in all areas of the club.
Public safety
The club complies with Health & Safety and fire precaution regulations having just passed inspections from the fire authority and Oldham Borough Council in respect in May 2005. New fire alarm installed in 2003. Emergency escape routes are clearly signed. Risk assessments undertaken to generate preventative and control measures to ensure the safety of members, guests and staff.
The prevention of public nuisance
The club house is situated in its own grounds, a significant distance away from any domestic properties. When live or recorded music is played, noise levels are monitored (and controlled when necessary) by the steward.
The protection of children from harm
Resident junior football teams are allowed into the club and are under the control of the teams manager. Changing for games and also in the lounge area when waiting to be collected by parents. In all other cases persons under the age of 18 are only allowed in the club if accompanied by a responsible adult. Accompanied children of members and guests are allowed into the function room for christening, birthday parties etc. committee members, bar steward and staff are instructed in the offence provisions of the licensing act 2003 relating to alcohol and the protection of children. Signs displayed prohibiting direct or indirect sale of alcohol to children.
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours means:
Club premises
f. On New Year’s Eve from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or, if there are no permitted hours on the following day, midnight on 31st December).
The above restrictions do not prohibit the supply to, or consumption by, any person of alcohol in any premises where they are residing.
S.166 LA 1964
Club premises Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied with and for consumption at a meal supplied at the same time, consumed with the meal and paid for together with the meal.
