19 Mandatory conditions where licence authorises supply of alcohol
(1) Where a premise licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence -
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence
Annex 2 - Conditions consistent with the Operating Schedule
The Prevention of Crime and Disorder
A CCTV system is to be installed and maintained in the premises, such images to be made available to the police on request for evidential purposes.
Anyone who appears to be under the age of 21 and who is attempting to buy alcohol must be required to produce “proof of age” before such sale is made. Notices will be displayed on the premises advising customers that we operate under the Challenge 21 scheme.
Checkout/point of sale is manned at all times.
Full alarm system will be installed and maintained at the premises.
Public Safety
All escape routes and exits (including external exits) will be kept unobstructed, in good order with non- slippery and even surfaces, free of trip hazards and clearly identified.
All exit doors will be easily openable without the use of a key, card, code or similar means and such doors will be regularly checked to ensure that they function satisfactorily and any removable security fastenings will be removed whenever the premises are open to the public.
Notices are displayed providing fire evacuation procedure.
All staff trained in basic Health & Safety at work and age related product sales.
The Prevention of Public Nuisance
There shall be provided at the premises containers for the storage and disposal of waste foods and other refuse from the premises. Those containers shall be constructed, maintained and located /secured so that access to them by vermin and unauthorised persons is prevented and arrangements made for the regular disposal of their contents in accordance with the duty of care provisions (Section 34) of the Environmental Protection Act 1990.
The Protection of Children from Harm
All age related products are supplied by authorised sales.
ID will be required under Challenge 21 procedures.
A refusals book is operated at the point of sale.

Alcohol shall not be sold in an open container or be consumed in the licensed premises.
