20 Mandatory condition: exhibition of films
(1) Where a club premises certificate authorises the exhibition of films, the licence must include a condition requiring the admission of children to the exhibition of any film to be restricted in accordance with this section.
(2) Where the film classification body is specified in the licence, unless subsection (3)(b) applies, admission of children must be restricted in accordance with any recommendation made by that body.
(3) Where -
(a) the film classification body is not specified in the licence, or
(b) the relevant licensing authority has notified the holder of the licence that this subsection applies to the film in question,
admission of children must be restricted in accordance with any recommendation made by that licensing authority.
(4) In this section -
“children” means persons aged under 18; and
“film classification body” means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c. 39) (authority to determine suitability of video works for classification).
Annex 2 - Conditions consistent with the Club operating Schedule
General - all four licensing objectives
CCTV surveillance with exterior lighting, monitors all arrivals and departures at the main entrance, club management and bar staff are informed of the licensing act 2003 objectives and statutory requirements to comply with all the relevant provisions of the act.
The prevention of crime and disorder
Club constitution includes rules governing the conduct of members and their guests within and adjacent to the club premises. Admission to the club is confined to members and bona fide guests. This controlled through a computerised door entry (Fob) system. All members/guests not in possession of a fob are scrutinized via CCTV before admission, any guests being signed in by the host member. Club employees are instructed not to admit or serve members or guests who behave in a drunk and disorderly fashion. Any misconduct is reported to the club committee to consider action under club rules.
Public safety
The club complies with health & safety and fire precaution regulations. Following risk assessment preventative and control measures are in place to ensure the safety of members, guests, employees and entertainers while on the premises. The club complies with advised capacity limits. Fire action notices are posted, emergency escape routes are signposted.
The prevention of public nuisance
Signage is displayed adjacent to exits requesting members and guests to respect the needs of local residents by leaving quietly, air conditioning has recently been installed to ensure when live/recorded music is played all windows and doors remain closed, also recently install full double glazing to a noise reduction specification.
For premises where entertainment frequently takes place, music and associated sources (including DJs, and amplified voices) should generally not be audible inside noise sensitive property at any time. Where entertainment takes place less frequently, such noise should not be audible inside noise sensitive property between 23.00 and 07.00 hours.
All external doors and windows shall be kept closed when entertainment is being provided, other than for access and egress and in the event of an emergency. If additional ventilation is subsequently necessary, then it shall be attenuated in accordance with a scheme submitted to the licensing authority.
The licence holder or his representative shall conduct regular assessments of the noise coming from the premises on every occasion the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action.
The beer garden must not be used by customers after the hours of 23:00 hours.
The protection of children from harm
Persons under 18 are only allowed in the club if accompanied by an adult member or bona fide guest. Young adults applying for membership must satisfy the committee they are over 18. Committee members and all bar staff are instructed in the offence provisions of children. Signage is posted at all bars prohibiting the direct/indirect supply or delivery of alcohol to under 18’s.
All children under the age of 16 should be off the premises by 10:30pm at the very latest, save for private family functions held in a separate function room.
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours means:

f. On New Year’s Eve from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or, if there are no permitted hours on the following day, midnight on 31st December).
The above restrictions do not prohibit the supply to, or consumption by, any person of alcohol in any premises where they are residing.

Club premises Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied with and for consumption at a meal supplied at the same time, consumed with the meal and paid for together with the meal.
