Annex 2 - Conditions consistent with the Club operating Schedule
General
The Club and Band Committees actively promote practical steps in accordance with the club rules to provide first class facilities in the provision of music for the general public. To date we have not received any formal complaints since opening in 1979 and firmly believe that the explanations given below have made a major contribution. All club operations and systems are continually reviewed by the management committees in order to reduce risk.
The prevention of crime and disorder
The club has an approved and monitored alarm system with direct feed to a central station who alert the Police if triggered. Outside the premises are floodlit, including the car park. The entrance door to the club is supervised. If it is ever necessary to expel a person from the club, this is covered in the club rules.
Public Safety
As club policy this is of paramount importance and the fire alarm system has recently been updated as recommended by the Fire Authority. All the relevant installations are clearly marked on the plan of the building; also a first aider is always present.
The prevention of public nuisance
When the premises were purchased in 1978, soundproofing material was installed between the club and the adjoining premises. Recently a new roof has been fitted with enhanced installation, and a further refurbishment taken place. Since the clubs inception we have not received any noise complaints. All windows are double-glazed.
For premises where entertainment frequently takes place, music and associated sources (including DJs, and amplified voices) should generally not be audible inside noise sensitive property at any time. Where entertainment takes place less frequently, such noise should not be audible inside noise sensitive property between 23.00 and 07.00 hours.
All external doors and windows shall be kept closed when entertainment is being provided, other than for access and egress and in the event of an emergency. If additional ventilation is subsequently necessary, then it shall be attenuated in accordance with a scheme submitted to the licensing authority.
The licence holder or his representative shall conduct regular assessments of the noise coming from the premises when the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents.
There shall be placed at all exits from the premises in a place where they can be seen and easily read by the public, (or member and their guests) notices requiring customers to leave the premises and the area quietly. (Note, this may also include a reference to vehicles).
Disposal of waste bottles into external receptacles must not occur between 9.00 am and 9.00 pm.
The protection of children from harm
For youth band rehearsals, young players are brought and collected by parents, during their time in the club they are under the supervision of specified teachers. We also have a child protection policy in place. No alcohol is served to anyone under the age of 18. Any children attending other functions in the club have to be accompanied by an adult.
Annex 4 - Embedded Conditions
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours means:
Club premises
f. On New Year’s Eve from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or, if there are no permitted hours on the following day, midnight on 31st December).
The above restrictions do not prohibit the supply to, or consumption by, any person of alcohol in any premises where they are residing.
S.166 LA 1964
