MANDATORY CONDITIONS
20 Mandatory condition: exhibition of films
(1) Where a premises licence authorises the exhibition of films, the licence must include a condition requiring the admission of children to the exhibition of any film to be restricted in accordance with this section.
(2) Where the film classification body is specified in the licence, unless subsection (3)(b) applies, admission of children must be restricted in accordance with any recommendation made by that body.
(3) Where -
(a) the film classification body is not specified in the licence, or
(b) the relevant licensing authority has notified the holder of the licence that this subsection applies to the film in question,
admission of children must be restricted in accordance with any recommendation made by that licensing authority.
(4) In this section -
“children” means persons aged under 18; and
“film classification body” means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c. 39) (authority to determine suitability of video works for classification)

General
The fields are maintained by a mobile maintenance gang throughout the week. Contact with the V.I.P. centre enables the rapid reaction of the Police for any other more serious issues. Any event that is undertaken will have the appropriate risk assessment, staff will be Police checked and the Councils’ Health & Safety policy will be followed at all times. Stewards will be appointed by any event organiser requesting the use of the park. A booking form identifying the activities will be submitted and approved in writing by Oldham MBC staff prior to the event taking place. Environmental Health, Health & Safety and the Police will be informed of any event that is to be held and advice sought and adhered to.
The prevention of crime and disorder
The responsibility for the prevention of crime and disorder will form part of the risk assessment required at each event prior to the event taking place.
The Police will be informed prior to an event taking place.
Public Safety
In addition to the above, risk assessments are in place and will be required to be produced by who ever holds an event in the park.
All staff employed will have Police checks.
Appropriate signage will be in place.
Stewards will be in place to control traffic, offer advice and act as first aid when events are held.
The Police will be informed prior to an event taking place.
First aid staff will be in attendance at each and every event.
The prevention of public nuisance
The Police will be informed prior to an event taking place.
The private security firms will be qualified ‘door supervisors’
The staff/stewards will have strict reporting and emergency call out procedures in place which will form part of the risk assessment supplied prior to the event taking place.
Appropriate signage will be provided to inform the public, of what is acceptable.
When entertainment takes place, music and associated sources (including DJs and amplified voices) should not be audible inside noise sensitive property between 21.00 and 07.00 hours.
No music or speech shall be relayed via external speakers other than for events with prior approval of the licensing authority.
The protection of children from harm
The Police will be informed prior to an event taking place.
All staff involved in the event will have been Police checked.
All staff will be clearly identifiable.
Clear points of contact will be made available to inform parents, staff and the public of where children are to report to if they become lost.
First aid staff will be present at each and every event.
